서울에너지드림센터, 국내 제로에너지건축물 중 가장 높은 등급 인증
■ 본인증 건물 최초 3등급 획득, 준공된 제로에너지건축물 중 등급 가장 높아
■ 에너지 절감 건축/설비기술 및 태양광 발전으로 자체 에너지 생산/소비 가능
■ 2018년 태양광 발전량 367MWh로 건물 전력 소비량의 180% 생산
■ 서울시 “온실가스 감축을 위한 건물 에너지 자립 기술을 알리는 계기” 기대
□ 서울시의 대표적인 제로에너지 공공건축물인 서울에너지드림센터(센터장 육경숙)가 본인증 건물 중에서는 최초로 3등급(ZEB 3)을 획득했다.
○ 정부에서는 2017년부터 제로에너지건축물* 인증제를 시행하여 건축물의 에너지자립률에 따라 최저 5등급(자립률 20%)부터 최고 1등급
(자립률 100%)까지 등급을 부여하며, 건축 단계에 따라 예비인증(설계단계)과 본인증(준공후)으로 구분하여 인증하고 있다.
※ 제로에너지건축물 : 건축물에 필요한 에너지 부하를 최소화하고 신재생에너지를 활용하여 에너지 자립을 구현하는 건축물
○ 에너지자립률이란 건축물 에너지 소비량 대비 신재생 에너지 생산량을 백분율로 나타낸 것으로 서울에너지드림센터의 에너지자립율은 3등급
(자립률 60~80%)에 해당하는 60.37%로 평가되었다.
○ 앞서 본인증을 획득한 ‘판교 제2테크노밸리 기업지원허브’ 등 세 건축물은 모두 5등급을 받은 반면, 서울에너지드림센터는 본인증 건물 최초로
3등급을 획득함으로써, 국내 대표 제로에너지건물로서의 위상을 더욱 굳건히 다지게 되었다.
□ 서울에너지드림센터는 2012년 9월에 준공된 서울시 소유의 국내 최초 제로에너지 공공건축물로, 에너지를 절감할 수 있는 건축(Passive)/
설비(Active) 기술이 적용되어 에너지 사용량이 낮고, 272.16kW급 태양광 발전시설 등을 통해 필요한 에너지를 자체 생산하는 에너지 자립형
건물이다.
○ 서울에너지드림센터는 고단열·고기밀 외피, 고효율 삼중창호, 자동 외부 베네시안 블라인드, 중정과 경사벽을 이용한 자연채광의 활용 등
패시브(Passive) 건축 기술이 적용되었으며,
○ 증발냉각방식의 열회수환기시스템, 자기부상형 무급유 터보냉동기, 바닥복사 냉난방 시스템, 자동조명제어시스템 등 액티브(Active) 시스템이
적용되었다.
○ 한편, 272.16kW급 태양광 발전시설과 112kW급 지열히트펌프 등 신재생에너지 생산 설비를 갖춰 자체적으로 에너지를 생산/소비할 수 있는
건물이다.
- 2018년 서울에너지드림센터의 태양광 발전량은 367MWh로 이는 건물 전력 소비량 204MWh의 약 180%에 해당한다.
※ 패시브(passive) 건축기술 - 건물의 형태, 구조, 공간구성, 외피계획 등을 통해 기계적 장치(설비)의 도움 없이 실내환경을 쾌적하게 조절하기 위한 기술 ※ 액티브(active) 시스템 - 건물 내부의 환경(열, 빛, 음) 조절을 위해 에너지를 사용하는 기계적인 설비와 신재생에너지 발전 및 이용 설비를 의미

□ 서울에너지드림센터는 제로에너지건축물 인증제가 시행된 2017년 이전에 준공되어 의무 인증 대상은 아니지만, 제로에너지 건축·설비 기술의
보급 및 확대와 인증제도에 대한 시민홍보를 위해 자발적으로 인증을 추진하였다.
○ 제로에너지건축물 인증은 신축 또는 증축건물을 중심으로 하며, 인증에 따른 인센티브도 용적율, 건축물 높이 완화 등으로 기존 건물인
서울에너지드림센터에 적용되는 사항은 아니다.
※ 제로에너지건축물 인증 의무대상 : 시장형/준시장형 공기업의 연면적 3,000㎡이상의 교육연구시설 또는 업무시설 건축물을 신축/증축
○ 연간 10만명 이상의 다양한 연령과 국적의 방문객이 찾는 에너지/환경 교육시설이자 랜드마크로서 서울에너지드림센터가 갖는 교육적 역할과
상징성을 고려하여 자발적으로 인증을추진하였다.
□ 한편, 그 동안 국내 대표적인 에너지, 기후변화 전시, 교육, 연구 기관으로 자리매김 해 온 서울에너지드림센터는 이번 제로에너지건축물
본인증 획득을 기념하여 제로에너지 건축 설비기술 홍보 및 교육을 위한 다양한 프로그램을 확대 운영할 계획이다.

SEOUL ENERGY DREAM CENTER (hereinafter "Company") establishes and discloses this Privacy Policy to protect the personal information of data subjects and to handle related complaints promptly and smoothly, in accordance with the Personal Information Protection Act.
Article 1 (Purpose of Processing Personal Information)
The Company processes personal information for the following purposes. Personal information being processed shall not be used for purposes other than the following, and if the purpose of use changes, necessary measures such as obtaining separate consent shall be taken in accordance with applicable laws.
- Membership registration and management
Personal information is processed for the purposes of confirming membership intent, identification and authentication for membership services, maintaining and managing membership, and preventing unauthorized use of services. - Customer inquiry handling
Personal information is processed for receiving inquiries through 1:1 inquiries and bulletin boards, contacting for fact verification, and notifying processing results.
Article 2 (Items of Personal Information Processed)
The Company processes the following personal information items:

During the use of services, IP addresses, access logs, cookies, and service usage records may be automatically generated and collected.
Article 3 (Processing and Retention Period)
The Company processes and retains personal information within the period of retention and use consented to when collecting personal information from the data subject, or within the period prescribed by law.
- Member information: Until membership withdrawal. However, if an investigation related to a violation of applicable laws is in progress, until the completion of said investigation.
- Non-member board post information: Until the post is deleted.
- 1:1 Inquiry information: 3 years after completion of inquiry processing (retention of records related to consumer complaints or dispute resolution under the Act on Consumer Protection in Electronic Commerce).
Article 4 (Provision of Personal Information to Third Parties)
The Company processes personal information only within the scope specified in Article 1 (Purpose of Processing Personal Information), and provides personal information to third parties only in cases falling under applicable laws.
Currently, we do not provide personal information to third parties.
Article 5 (Entrustment of Personal Information Processing)
The Company may entrust personal information processing as follows for smooth processing:

Article 6 (Destruction Procedures and Methods)
- The Company shall destroy personal information without delay when it becomes unnecessary due to expiration of the retention period or achievement of processing purposes.
- Destruction procedure: Information entered by users is transferred to a separate database after the purpose is achieved and destroyed after a certain period in accordance with internal policies and applicable laws.
- Destruction method: Personal information in electronic file format is deleted using technical methods that make the records irreproducible, and personal information printed on paper is destroyed by shredding or incineration.
Article 7 (Rights and Obligations of Data Subjects)
- Data subjects may exercise the following rights related to personal information protection at any time:
- Request to view personal information
- Request for correction in case of errors
- Request for deletion
- Request to suspend processing
- Rights may be exercised in writing, by phone, or by email, and the Company shall take action without delay.
- If a data subject requests correction or deletion of personal information errors, the Company shall not use or provide the personal information until the correction or deletion is completed.
Article 8 (Measures to Ensure Safety of Personal Information)
The Company takes the following measures to ensure the safety of personal information:
- Password encryption: User passwords are encrypted for storage and management, so only the user can know them.
- Technical measures against hacking: Security programs are installed and regularly updated and inspected to prevent leakage and damage of personal information caused by hacking or computer viruses.
- Access restriction: Access to personal information is controlled through the granting, changing, and revoking of access rights to the database system that processes personal information.
Article 9 (Personal Information Protection Officer)
The Company designates a Personal Information Protection Officer as follows to take overall responsibility for personal information processing and handle complaints and remedies related to personal information processing:

Article 10 (Changes to This Privacy Policy)
This Privacy Policy is effective from the date of implementation. Any additions, deletions, or corrections due to changes in laws or policies will be announced through notices at least 7 days prior to the effective date of the changes.
