■ 한반도의 기후변화
우리가 사는 한반도는 봄, 여름, 가을, 겨울, 사계절이 뚜렷해 계절별로 자연의 변화를 감상할 수 있어 더욱 아름다운 곳 입니다. 우리 땅에 사는 인간을 비롯한 모든 생물들은 사계절에 적응하여 살고 대비합니다.
그런데 과거 30년(1912-1940) 대비, 최근 30년의 한반도 사계절은 많이 달라졌습니다. 봄이 오는 시기가 빨라졌고, 가을이 오는 시기는 느려지면서 여름은 20일이나 길어졌으며. 반면에 겨울은 22일이 감소했습니다. 왜 이런 현상이 발생한 것 일까요?
한반도 109년 기후변화 분석보고서(기상청,2020)에 따르면 과거 109년(1912-2020년)동안 연평균 기온은 10년마다 0.2℃ 꾸준히 상승하였습니다. 최근 30년(1991-2020)과 과거 30년(1912-1940)을 비교하면 평균기온이 1.6℃ 상승하고, 최고기온과 최저기온은 각각 1.1℃, 1.9℃ 상승하였습니다. 이러한 기온 상승은 사계절의 변화 뿐만 아니라 더 많은 이상기후 현상을 초래합니다.

■ 우리나라 이상기후현상과 영향
여름철 긴 장마와 태풍, 열대야가 이어져 우리의 일상생활과 건강을 위협할 뿐 아니라 농작물의 침수, 낙과, 시설물 붕괴 등 농업분야의 많은 피해를 발생시켰습니다. 특히 2020년 중부지역에는 54일간 장마가 지속되어 역대 최장 장마를 기록하며 안타까운 인명피해와 많은 경제피해도 발생하였습니다.
봄철에는 고온 건조 및 강풍으로 인해 재난성 대형 산불이 발생하며 겨울철에는 해충 월동란이 폐사하지 않아, 여름철 대벌레, 매미나방 등 혐오성 곤충이 대발생하고 있습니다. 또한 수온의 상승은 수산업에 피해를 발생시킬 뿐 아니라, 해양 생태계 균형을 깨뜨리고 있습니다.

■ 지구온난화를 막기 위한 국제사회의 노력
지구온난화는 한반도의 문제만이 아닙니다. 전 세계적으로 지구온난화로 인한 이상기후 현상이 빈번하게 발생하는 가운데 불확실성이 더욱 커져 그 피해 범위와 영향력이 점점 증가하고있습니다. 이에 국제사회는 기후변화 문제의 심각성을 인식하여 지구온난화를 막기 위한 전략을 세우고 있습니다.
2015년 프랑스 파리에서 개최된 <제21차 유엔기후변화협약 당사국총회(UNFCCC)>에서는 산업화 이전 대비 지구 평균온도 상승을 2℃보다 훨씬 아래로 유지하고, 1.5℃로 억제하기 위해 노력해야한다는 파리협정을 채택하였습니다.
이에 따라 IPCC(기후변화에 관한 정부 간 협의체)는 1.5℃ 목표의 과학적 근거를 마련하기 위해 1.5℃ 특별보고서를 준비하였고, 2018년 10월 우리나라 인천 송도에서 개최된 제48차 IPCC총회에서 【지구온난화 1.5℃ 특별보고서】가 승인되었습니다.

◎ 인간 활동은 0.8℃에서 1.2℃ 범위로 산업화 이전 수준 대비 약 1.0℃의 지구온난화를 유발한 것으로 추정된다(가능성 높음). 지구온난화가 현재 속도로 지속된다면 2030년에서 2052년 사이에 1.5℃ 상승에 도달할 가능성이 높다.(높은 신뢰도)
◎ 인간활동에 기인한 전지구 CO₂배출량이 net zero에 도달하여 유지되고 non-CO₂ 복사강제력이 감소하면 인간활동에 기인한 지구온난화는 향후 수십 년 안에 멈출것이다.(높은 신뢰도)
◎ 자연계와 인간계에 대한 기후 관련 리스크는 현재보다는 1.5℃ 온난화에서 더 높지만, 2℃일 때 보다는 낮다.(높은 신뢰도)

■ 대한민국의 2050 탄소중립
주요 국가들은 지구온난화를 멈추기 위해 탄소중립을 선언하였으며, 2020년 10월 28일 대한민국도 2050 탄소중립을 선언하였습니다. 여기서 탄소중립이란 무엇일까요?
탄소중립이란 온실가스 배출은 최대한 줄이고, 대기중에 있는 온실가스를 흡수, 제거하여 배출되는 탄소의 양과 흡수되는 탄소의 양을 같게 하는 것을 말합니다.
우리나라는 탄소중립을 달성하기 위해 부문별로 계획을 수립하였으며 7개의 부문별로 내용을 쉽게 요약하면 아래와 같습니다.
1. 에너지 공급 부문
- 화석연료 대신 신재생에너지로 전환
- 탄소를 모아서 산업 자원으로 활용
- 건물 위 소규모 태양광발전소 설치
2. 공장, 산업 부문
- 저탄소 산업구조로 전환
- 탈탄소 미래기술 개발
3. 교통, 수송 부문
- 전기차, 수소차 활용
- 바이오 연료 사용
4. 건물부문
- 제로에너지 빌딩 확대
- 쿨루프 시공
5. 폐기물 부문
- 자원순환 기술 개발 확대
- 올바른 분리배출 실천
6. 농축산 부문
- 음식물 쓰레기 감량
- 로컬푸드, 채식, 저탄소, 식단
- 스마트 농업 운영
7. 자연적인 탄소흡수 부문
- 습지 등 탄소흡수 지역 복원
- 생물다양성 보호지역 확대
- 도시 숲, 베란다 및 옥상정원 조성
■ 탄소중립 실현을 위한 우리의 실천
탄소중립 달성을 위해서는 국가적 노력도 중요하지만 개인의 참여와 실천도 중요합니다. 가정, 기업, 학교 단위에서 탄소중립을 위해 실천해야하는 규칙을 알아보고, 우리의 약속을 적어보세요.
국민과 국가, 더 나아가 국제사회가 함께 힘을 합쳐 탄소중립을 달성하여, 지구온난화를 멈출 수 있길 바랍니다.
◎ 활동 참여방법
1) 첨부파일(활동지_가정,기업,학교 탄소중립 실천수칙표.pdf)을 다운로드 한다.2) 가정, 기업, 학교 중 내가 해당하는 활동지 페이지를 인쇄한다.3) 실천규칙 총괄표를 보며 나(또는 우리)의 현재 실천여부를 표기해본다.4) 내가(또는 우리가) 실천하지 않는 규칙 중 앞으로 꼭 실천할 항목을 선택해서 상단 '실천 약속' 에 적어본다.5) 완성한 활동지를 가정, 기업, 학교에 잘 보이는 곳에 걸어두고 구성원과 공유한다.

SEOUL ENERGY DREAM CENTER (hereinafter "Company") establishes and discloses this Privacy Policy to protect the personal information of data subjects and to handle related complaints promptly and smoothly, in accordance with the Personal Information Protection Act.
Article 1 (Purpose of Processing Personal Information)
The Company processes personal information for the following purposes. Personal information being processed shall not be used for purposes other than the following, and if the purpose of use changes, necessary measures such as obtaining separate consent shall be taken in accordance with applicable laws.
- Membership registration and management
Personal information is processed for the purposes of confirming membership intent, identification and authentication for membership services, maintaining and managing membership, and preventing unauthorized use of services. - Customer inquiry handling
Personal information is processed for receiving inquiries through 1:1 inquiries and bulletin boards, contacting for fact verification, and notifying processing results.
Article 2 (Items of Personal Information Processed)
The Company processes the following personal information items:

During the use of services, IP addresses, access logs, cookies, and service usage records may be automatically generated and collected.
Article 3 (Processing and Retention Period)
The Company processes and retains personal information within the period of retention and use consented to when collecting personal information from the data subject, or within the period prescribed by law.
- Member information: Until membership withdrawal. However, if an investigation related to a violation of applicable laws is in progress, until the completion of said investigation.
- Non-member board post information: Until the post is deleted.
- 1:1 Inquiry information: 3 years after completion of inquiry processing (retention of records related to consumer complaints or dispute resolution under the Act on Consumer Protection in Electronic Commerce).
Article 4 (Provision of Personal Information to Third Parties)
The Company processes personal information only within the scope specified in Article 1 (Purpose of Processing Personal Information), and provides personal information to third parties only in cases falling under applicable laws.
Currently, we do not provide personal information to third parties.
Article 5 (Entrustment of Personal Information Processing)
The Company may entrust personal information processing as follows for smooth processing:

Article 6 (Destruction Procedures and Methods)
- The Company shall destroy personal information without delay when it becomes unnecessary due to expiration of the retention period or achievement of processing purposes.
- Destruction procedure: Information entered by users is transferred to a separate database after the purpose is achieved and destroyed after a certain period in accordance with internal policies and applicable laws.
- Destruction method: Personal information in electronic file format is deleted using technical methods that make the records irreproducible, and personal information printed on paper is destroyed by shredding or incineration.
Article 7 (Rights and Obligations of Data Subjects)
- Data subjects may exercise the following rights related to personal information protection at any time:
- Request to view personal information
- Request for correction in case of errors
- Request for deletion
- Request to suspend processing
- Rights may be exercised in writing, by phone, or by email, and the Company shall take action without delay.
- If a data subject requests correction or deletion of personal information errors, the Company shall not use or provide the personal information until the correction or deletion is completed.
Article 8 (Measures to Ensure Safety of Personal Information)
The Company takes the following measures to ensure the safety of personal information:
- Password encryption: User passwords are encrypted for storage and management, so only the user can know them.
- Technical measures against hacking: Security programs are installed and regularly updated and inspected to prevent leakage and damage of personal information caused by hacking or computer viruses.
- Access restriction: Access to personal information is controlled through the granting, changing, and revoking of access rights to the database system that processes personal information.
Article 9 (Personal Information Protection Officer)
The Company designates a Personal Information Protection Officer as follows to take overall responsibility for personal information processing and handle complaints and remedies related to personal information processing:

Article 10 (Changes to This Privacy Policy)
This Privacy Policy is effective from the date of implementation. Any additions, deletions, or corrections due to changes in laws or policies will be announced through notices at least 7 days prior to the effective date of the changes.
