서울 기초환경교육센터 등 지정 확대 위한 설명회 개최

□ 서울특별시환경교육센터는 지난 4일(목) 서울특별시청 서소문2청사에서 서울특별시 기후환경정책과와 공동으로 기초환경교육센터 및 사회환경교육기관 등 지정 확대를 설명회를 개최하였다. 이번 설명회는 현재 기초환경교육센터 미지정 상태인 자치구의 환경교육 담당자 및 서울 소재 민간환경교육단체를 대상으로 마련된 자리로, 기초환경교육센터 및 사회환경교육기관 지정 요건과 지원 방향 등을 공유하는 취지로 진행되었다.
○ 서울특별시환경교육센터는 「환경교육의 활성화 및 지원에 관한 법률」 및 「서울특별시 환경교육의 활성화 및 지원에 관한 조례」에 따라 서울에너지드림센터에 지정된 광역환경교육센터(지정: ‘24. 5. 2.)로 ‘환경학습도시 서울’의 환경교육 활성화를 위해 광역환경교육의 거점 역할을 수행하고 있다.
○ 이날 설명회는 서울 기초환경교육센터 미지정 자치구(11개구)의 환경교육 담당 공무원 및 민간환경교육단체 관계자 등 30여 명이 참석한 가운데 기초환경교육센터 지정(제25조), 사회환경교육기관 지정(제15조), 환경교육도시(제27조) 지정 등 환경교육법을 토대로 한 지역환경교육 체계 구축 및 활성화를 위한 사항들이 다뤄졌다.
※ 현재, 서울특별시 자치구(25개) 중 14개구에서 기초센터(16개소) 지정·운영 (’25.11)
□ 구체적으로, 기초환경교육센터의 지정·운영의 근거가 되는 ‘환경교육법과 조례 및 제도’ 및 ‘지역환경교육센터(광역·기초)의 지정 현황 및 기능·역할’ 등에 대한 설명에 이어, ‘서울의 기초환경교육센터·사회환경교육기관 우수 사례 발표’, ‘질의 및 응답’ 등이 진행되었다.
○ 사회를 맡은 권종휘 팀장(서울특별시환경교육센터)은 설명회 시작에 앞서, 기초환경교육센터 및 사회환경교육기관 지정 확대를 위해 개최하는 본 행사의 취지 및 목적, 행사개요, 주요내용 등을 안내하였다.
○ 발제를 맡은 이용성 센터장(서울특별시환경교육센터)은 「환경교육법(조례)과 제도」, 「지역환경교육센터 지정·운영 지침」 등에 근거하여, 지역환경교육센터의 배경 및 목적, 기능과 역할, 현황과 과제 등을 발표하였다.
○ 첫 사례발표는 강대길 주무관(서대문구청 기후환경과)이 환경교육도시(기후부 지정) 서대문구의 환경교육 활성화에 있어 기초센터가 갖는 의미와 역할에 대해 다양한 활동 사례를 통해 공유하였다. 서대문구는 2개소의 기초센터(시립서대문청소년센터, 행복그린센터)를 지정·운영 중이다.
○ 이어지는 사례발표를 맡은 김향희 부장(노원환경재단 환경교육부)은 노원구의 환경교육 운영 체계와 탄소중립 실현을 위한 다양한 환경교육 사업과 지역환경교육 활성화를 위한 추진 방향 등에 대해 공유하였다. 노원구는 기초환경교육센터 및 사회환경교육기관(2개소)을 지정·운영 중이다.
○ 기초환경교육센터 사례발표에 이어, 이용성 센터장은 서울특별시 광역환경교육센터의 기능과 역할, 주요사업 등에 대해 소개하며 발제를 마무리하였다. 특히, 국가와 기초, 광역과 광역, 광역과 기초 간에 교류·협력에 있어 거점조직으로서 광역센터의 기능과 역할을 강조하였다.
○ 또한 전종일 팀장(서울특별시 기후환경정책과 기후환경교육팀)은 기초환경교육센터와 사회환경교육기관의 활성화를 위해 ’26년부터 환경교육 기여 및 성과 관련 인센티브 및 사업 지원 등에 대한 계획을 공유하였다.
□ 이용성 센터장(서울특별시환경교육센터)은 “지역환경교육 활성화를 위해서는 지역기반 추진체계와 운영·지원 방안이 모두 충족되어야 한다”며, “서울특별시환경교육센터가 기초환경교육센터와 사회환경교육기관 지정 확대를 위해 추진한 이번 설명회는 전국 광역시도 환경교육센터 사례 중 유일하며, 서울특별시환경교육센터는 앞으로도 지역환경교육 활성화를 위한 체계 구축과 운영지원을 위해 노력하겠다.”고 밝혔다.
□ 참고로, 서울특별시환경교육센터는 2024년에 이어 2년 연속 기초환경교육센터 및 사회환경교육기관 지정 확대를 위한 설명회를 개최하는데, 실제 2024년도 설명회 이후 기초환경교육센터 및 사회환경교육기관 지정이 계속 확대되고 있는 추세에 있다.

- Membership registration and management
Personal information is processed for the purposes of confirming membership intent, identification and authentication for membership services, maintaining and managing membership, and preventing unauthorized use of services. - Customer inquiry handling
Personal information is processed for receiving inquiries through 1:1 inquiries and bulletin boards, contacting for fact verification, and notifying processing results.
Article 2 (Items of Personal Information Processed)
The Company processes the following personal information items:

During the use of services, IP addresses, access logs, cookies, and service usage records may be automatically generated and collected.
Article 3 (Processing and Retention Period)
The Company processes and retains personal information within the period of retention and use consented to when collecting personal information from the data subject, or within the period prescribed by law.
- Member information: Until membership withdrawal. However, if an investigation related to a violation of applicable laws is in progress, until the completion of said investigation.
- Non-member board post information: Until the post is deleted.
- 1:1 Inquiry information: 3 years after completion of inquiry processing (retention of records related to consumer complaints or dispute resolution under the Act on Consumer Protection in Electronic Commerce).
Article 4 (Provision of Personal Information to Third Parties)
The Company processes personal information only within the scope specified in Article 1 (Purpose of Processing Personal Information), and provides personal information to third parties only in cases falling under applicable laws.
Currently, we do not provide personal information to third parties.
Article 5 (Entrustment of Personal Information Processing)
The Company may entrust personal information processing as follows for smooth processing:

Article 6 (Destruction Procedures and Methods)
- The Company shall destroy personal information without delay when it becomes unnecessary due to expiration of the retention period or achievement of processing purposes.
- Destruction procedure: Information entered by users is transferred to a separate database after the purpose is achieved and destroyed after a certain period in accordance with internal policies and applicable laws.
- Destruction method: Personal information in electronic file format is deleted using technical methods that make the records irreproducible, and personal information printed on paper is destroyed by shredding or incineration.
Article 7 (Rights and Obligations of Data Subjects)
- Data subjects may exercise the following rights related to personal information protection at any time:
- Request to view personal information
- Request for correction in case of errors
- Request for deletion
- Request to suspend processing
- Rights may be exercised in writing, by phone, or by email, and the Company shall take action without delay.
- If a data subject requests correction or deletion of personal information errors, the Company shall not use or provide the personal information until the correction or deletion is completed.
Article 8 (Measures to Ensure Safety of Personal Information)
The Company takes the following measures to ensure the safety of personal information:
- Password encryption: User passwords are encrypted for storage and management, so only the user can know them.
- Technical measures against hacking: Security programs are installed and regularly updated and inspected to prevent leakage and damage of personal information caused by hacking or computer viruses.
- Access restriction: Access to personal information is controlled through the granting, changing, and revoking of access rights to the database system that processes personal information.
Article 9 (Personal Information Protection Officer)
The Company designates a Personal Information Protection Officer as follows to take overall responsibility for personal information processing and handle complaints and remedies related to personal information processing:

Article 10 (Changes to This Privacy Policy)
This Privacy Policy is effective from the date of implementation. Any additions, deletions, or corrections due to changes in laws or policies will be announced through notices at least 7 days prior to the effective date of the changes.
