국내 최초 「광역환경교육센터-사회환경교육기관 협의회」 개최

□ 서울특별시환경교육센터(센터장 이용성)는 4.30(수), 서울에너지드림센터(마포구 증산로 14)에서 서울특별시 지정 사회환경교육기관 관계자와 함께 사회환경교육 거점 활성화 및 협력체계 기반 강화를 위한 「서울특별시 광역환경교육센터-사회환경교육기관 협의회」 (이하 협의회)를 개최하였다.
○ 서울특별시환경교육센터는 「환경교육의 활성화 및 지원에 관한 법률」 제25조(지역환경교육센터의 지정) 및 「서울특별시 환경교육의 활성화 및 지원에 관한 조례」 제12조(서울특별시 환경교육센터 지정 등)에 따라 서울에너지드림센터에 지정된 광역환경교육센터(지정: ’24. 5. 2)로 ‘환경학습도시 서울’의 환경교육 활성화를 위해 광역환경교육의 거점 역할을 수행하고 있다.
○ 사회환경교육기관은 「환경교육의 활성화 및 지원에 관한 법률」 제15조(사회환경교육기관의 지정 등) 및 「서울특별시 환경교육의 활성화 및 지원에 관한 조례」 제11조(사회환경교육기관의 지정 등)에 따라 광역시도지사가 지정하는 기관으로, 서울특별시에는 총 12개(2025. 4. 30 기준)의 사회환경교육기관이 지정·운영되고 있다. 이날 협의회 회의에는 사회환경교육기관 11개소의 관계자와 서울특별시 기후환경정책과 기후환경교육팀 담당자 등 총 15명이 협의회에 참석했다.
○ 서울특별시 지정 사회환경교육기관은 △마을언덕사회적협동조합 △(재)아름다운가게 △(사)녹색교육센터 △(주)샤인임팩트 △국립공원공단북한산사무소 △(사)한국환경교육협회 △(주)플레이31 △(주)에코플레이 △한국환경공단 수도권서부환경본부 △노원에코센터 △중랑천환경센터 △(주)터치포굿 등 12개소이며, 국가환경교육 통합플랫폼(2025. 4. 30 기준)에 따르면 전국적으로 53개의 사회환경교육기관이 지정·운영되고 있다.
□ 이번 협의회 회의는 지역 사회환경교육 협력체계 구축을 위한 첫 회의로, 협의회 운영 방향과 사회환경교육 활성화를 위한 현안 발굴 및 정책적 개선방안 등 상호 교류·협력을 위한 주요 안건을 논의하였다.
○ 사회를 맡은 권종휘 팀장(서울특별시환경교육센터)은 시작에 앞서, 본 협의회의 참석자 간 소개와 회의 개요를 안내한 후, 광역환경교육센터의 주요 사업과 기능에 대해 소개하였다.
○ 이용성 센터장(서울특별시환경교육센터)는 서울 사회환경교육기관의 활성화를 위해 광역환경교육센터와 사회환경교육기관 지정･운영의 근거가 되는 ‘법령, 지침’ 등을 기준으로 협의회의 중요한 역할과 방향을 제시했다.
○ 특히, 이날 회의에서는 △사회환경교육기관의 정체성과 방향성 △공신력 기반 홍보 및 연대 강화 요구 △전문성 강화 및 정보 접근성 개선 △실직적인 지원체계 마련과 지정제도 개선 촉구 등 다양한 의제가 논의되었다.
○ 또한, 사회환경교육기관의 관계자들은 체계적인 협력과 원활한 협의체 운영을 위한 구체적인 자문 의견과 공동 목표를 논의하고, 서울 환경교육 거점 활성화를 위한 공동 협력사업 방안 및 서울형 환경교육 협의회 구성 등에 대해서도 의견을 모았다.
□ 향후 ‘광역센터-사회환경교육기관 협의회’는 직접적인 소통 채널을 마련하고, 2차 협의회 회의 및 공동·연계 협력사업 등의 이야기들을 나누며 의미 있는 시간을 가질 계획이다.
□ 서울특별시환경교육센터 이용성 센터장은 “국내 최초로 시도된 ‘광역센터-사회환경교육기관 협의회’를 통해 다양한 전문성과 특성을 가진 사회환경교육기관 간의 상호협력의 단초가 마련되었다.”며, “지속적인 소통과 협력으로 ‘광역-지역’, ‘지역-지역’을 잇는 서울 사회환경교육 활성화를 위해 적극 노력하겠다”고 밝혔다.

SEOUL ENERGY DREAM CENTER (hereinafter "Company") establishes and discloses this Privacy Policy to protect the personal information of data subjects and to handle related complaints promptly and smoothly, in accordance with the Personal Information Protection Act.
Article 1 (Purpose of Processing Personal Information)
The Company processes personal information for the following purposes. Personal information being processed shall not be used for purposes other than the following, and if the purpose of use changes, necessary measures such as obtaining separate consent shall be taken in accordance with applicable laws.
- Membership registration and management
Personal information is processed for the purposes of confirming membership intent, identification and authentication for membership services, maintaining and managing membership, and preventing unauthorized use of services. - Customer inquiry handling
Personal information is processed for receiving inquiries through 1:1 inquiries and bulletin boards, contacting for fact verification, and notifying processing results.
Article 2 (Items of Personal Information Processed)
The Company processes the following personal information items:

During the use of services, IP addresses, access logs, cookies, and service usage records may be automatically generated and collected.
Article 3 (Processing and Retention Period)
The Company processes and retains personal information within the period of retention and use consented to when collecting personal information from the data subject, or within the period prescribed by law.
- Member information: Until membership withdrawal. However, if an investigation related to a violation of applicable laws is in progress, until the completion of said investigation.
- Non-member board post information: Until the post is deleted.
- 1:1 Inquiry information: 3 years after completion of inquiry processing (retention of records related to consumer complaints or dispute resolution under the Act on Consumer Protection in Electronic Commerce).
Article 4 (Provision of Personal Information to Third Parties)
The Company processes personal information only within the scope specified in Article 1 (Purpose of Processing Personal Information), and provides personal information to third parties only in cases falling under applicable laws.
Currently, we do not provide personal information to third parties.
Article 5 (Entrustment of Personal Information Processing)
The Company may entrust personal information processing as follows for smooth processing:

Article 6 (Destruction Procedures and Methods)
- The Company shall destroy personal information without delay when it becomes unnecessary due to expiration of the retention period or achievement of processing purposes.
- Destruction procedure: Information entered by users is transferred to a separate database after the purpose is achieved and destroyed after a certain period in accordance with internal policies and applicable laws.
- Destruction method: Personal information in electronic file format is deleted using technical methods that make the records irreproducible, and personal information printed on paper is destroyed by shredding or incineration.
Article 7 (Rights and Obligations of Data Subjects)
- Data subjects may exercise the following rights related to personal information protection at any time:
- Request to view personal information
- Request for correction in case of errors
- Request for deletion
- Request to suspend processing
- Rights may be exercised in writing, by phone, or by email, and the Company shall take action without delay.
- If a data subject requests correction or deletion of personal information errors, the Company shall not use or provide the personal information until the correction or deletion is completed.
Article 8 (Measures to Ensure Safety of Personal Information)
The Company takes the following measures to ensure the safety of personal information:
- Password encryption: User passwords are encrypted for storage and management, so only the user can know them.
- Technical measures against hacking: Security programs are installed and regularly updated and inspected to prevent leakage and damage of personal information caused by hacking or computer viruses.
- Access restriction: Access to personal information is controlled through the granting, changing, and revoking of access rights to the database system that processes personal information.
Article 9 (Personal Information Protection Officer)
The Company designates a Personal Information Protection Officer as follows to take overall responsibility for personal information processing and handle complaints and remedies related to personal information processing:

Article 10 (Changes to This Privacy Policy)
This Privacy Policy is effective from the date of implementation. Any additions, deletions, or corrections due to changes in laws or policies will be announced through notices at least 7 days prior to the effective date of the changes.
